Under North American Free Trade Agreement, many United States companies have moved plants, such as this textile mill, to Mexico, where they are exempt from more stringent tax and wage laws. Some statistics show that average wages in Mexico have dropped under NAFTA, but we also found that many maquiladora workers have benefited from new employment opportunities.
